Energy Performance Certificates are a UK wide requirement, but the details, the register they’re lodged to, the assessment scheme, and the minimum standards for rental properties, differ across the four nations. Here’s a nation by nation breakdown.
England
England covers nine distinct regions, from the North East and North West through to London, the South East, and South West. Domestic EPCs use the RdSAP method and are lodged to the national register at gov.uk. The current minimum rental standard for new tenancies is EPC band E.
Scotland
Scotland runs its own EPC register, separate from the rest of the UK, alongside the Home Report scheme used when selling residential property. A domestic EPC is mandatory on sale, letting, and new construction, and the current minimum rental standard is EPC band D, a stricter threshold than England and Wales.
Wales
Wales uses the same RdSAP assessment method as England, but lodges certificates to its own register at epcreg.co.uk. The minimum rental standard is currently EPC band E, though this is under review and may tighten in future.
Northern Ireland
Northern Ireland has its own EPC register and scheme, entirely separate from Great Britain, though it also uses the RdSAP method for domestic assessments. Unlike the other three nations, there is currently no minimum EPC standard enforced for private rental properties.
Why this matters if you own property in more than one nation
If you’re a landlord or business with properties spread across the UK, it’s worth tracking which register and minimum standard applies to each one individually, a certificate valid in England won’t appear on Scotland’s register, and rental compliance thresholds aren’t interchangeable.
